First Nation-Municipal Land Use Planning Tool

The First Nation and Municipal Collaborative Land Use Planning Guide has been developed by the First Nation-Municipal Community Economic Development Initiative (CEDI) to build shared understanding of the relationships between neighbouring communities and the laws, policies, and planning practices thatinfluence how First Nations, municipalities, and other governments plan for andmanage land. The emphasis throughout is on collaboration—recognizing that effective land use planning increasingly requires coordinated approaches across jurisdictions and meaningful engagement between governments.

Rather than serving as a step-by-step manual, this guide is intended as a startingpoint and learning resource that supports both First Nations and municipalities inexploring collaborative land use planning. The material provides introductoryinsights on key and interconnected topics with the aim of strengtheningfoundational literacy, encouraging discussion, and offering context for practitioners working toward shared land use planning outcomes. Readers are encouraged to move through the content as needed—to reflect, reference, and connect concepts in support of community-based planning across jurisdictions.
